Having recently been appointed as Hammersmith & Fulham Council’s Chief Executive, I know what it’s like to be excited and daunted in equal measure by the prospect of a new role. That’s what makes it exciting.
I’ve worked in and around Hammersmith & Fulham and public services for over 30 years and, each day, I still thrive in thinking how the council can make a difference, and see what a difference a group of like-minded, motivated people can achieve.
That’s why I’m pleased you’re thinking about joining us.
We don’t want to be your run-of-the-mill council. Over the next few years, we need to create an energy and passion for public service within the borough that stands out from the rest. You might like to think we’re a little bit of an up-start in local government. Different is good, because the status quo isn’t working.
Our Vision sets a unique ambition for our residents, businesses, and visitors. We’re about getting things done, but doing things with people and not doing it to them. Sometimes we don’t even need to do anything, other than break down a few barriers.

Hammersmith & Fulham is a borough that’s on the up. It’s a great place to do business and there are exciting developments taking place, creating new prosperity. What is the Moving On programme?
It is our programme of work to support moving on from our three-borough shared service arrangements with Westminster and Kensington & Chelsea councils. The programme is a real opportunity for us to strengthen our corporate leadership role to ensure we have the right capabilities to transform our ways of working and effectiveness of our services, as well as harnessing the council’s role in fostering community wellbeing, leadership and resilience, place shaping and economic growth.
We have achieved significant success and innovations in our delivery of good quality services and we are now embarking on the “Moving On” programme to focus more keenly on real outcomes for borough residents.

Across the council we are doing amazing things, supporting over 200 different service areas. We have opportunities at all levels within finance, ICT, legal services, programme management, communications, facilities management, contract and commercial services, customer service roles and many more career opportunities.
Given the breadth of services we support, you don’t get better opportunities or exposure to different service areas in one organisation. Whether you’re at the start of your career or experience, the stretch and the challenge should excite you.
Investment and innovation is central to how we work and this has influenced our move to the systemic model for Social Care, significant investment in the Family Assist programme and specialist training for social workers. We have created a culture where front-line teams and staff are highly valued, not only within the service, but across the whole of the Council.
We are fortunate to have significant political backing from Members which supports us in putting vulnerable children at the heart of our decision making. Whilst cost is important, making decisions in the best interest of the children and families to whom we provide services is more important, and we feel this makes us unique.
The Moving On programme is a great opportunity to do things differently. One of the underpinning themes of the programme is to involve residents and those receiving support from Children’s Services by working together with them to make decisions, rather than making decisions on their behalf. This is evidenced by our desire to put the voice of the child at the heart of our decision making.
Working for a large London Borough like Hammersmith and Fulham will not be without its challenges, but we are seeking individuals who will embrace this, and poised with significant backing from across the Council, make positive change to vulnerable children’s lives.
Local government faces some tough challenges in the years ahead. These challenges follow a decade where many local authorities have already reduced costs significantly, while the need for our services continues to grow.
In Hammersmith & Fulham, we want to be the best council in the country. But we want to go further still. Deprivation and disadvantage continue to hamper the life quality of too many people in Hammersmith & Fulham, who live within one of the wealthiest cities in the world.
We’re different to most councils. We’re radically reforming every aspect of the council to modernise the way we run services. We intend to push at the boundaries of convention, collaborating with our partners, communities and businesses to radically rethink how we deliver our services.
We’ve already set out on this journey.
- Our new Family Support Service will see early intervention and family support services provided by a new homegrown organisation, and some public health services are soon to follow.
- Our innovative Travelcare service has demonstrated the potential of co-production and bold procurement to transform service quality and customer satisfaction.
- Our social care services are practice leaders in their field, and we are now developing the technical solutions to underpin our relationship-centred approach.
And we’ve established an innovative Public Service Reform agenda, bringing together our considerable commissioning, transformation, strategy and change management capability with our public health service offer. At the heart of this is an integrated approach to whole system reform which will equip us to fundamentally rethink how we serve and support those who depend upon us at every stage of their lives. An immediate priority for PSR will be to introduce a strategic programme of review of how to best serve our residents in a modern world. The programme will drive forward a deep and systemic challenge to our existing operations and arrangements, and stimulate a renaissance in our approach to public service delivery in Hammersmith & Fulham.
PSR will provide a focus for our ambition and creative thinking as we realise the council’s vision and define an ambitious blueprint for local government into the decades ahead. We’re seeking ambitious and creative people who are equally passionate about public services AND have the talent to help us achieve this.
